The 10th APSKF (ASIA PACIFIC SHITORYU KARATE DO FEDERATION) Congress was held on 3 December 2004 at Sabah, Malaysia. Twenty-nine people from eight affiliated countries had attended the Congress. These countries included Australia, Bangladesh, Hong Kong, India, Indonesia, Iran, Malaysia and Vanuatu. Sensei. Tokio Hisatomi, President of WSKF, had also sit in on the Congress on an advisory capacity.

In the Congress, the President, Sensei Con Kassis, reported on the events conducted/attended by APSKF (ASIA PACIFIC SHITORYU KARATE DO FEDERATION) since the 9th APSKF (ASIA PACIFIC SHITORYU KARATE DO FEDERATION) Congress convened in December 2001, and the Acting Treasurer, Sensei Patrick Leung, reported on the financial situation of the Federation. Then representatives from all attended affiliated countries gave brief reports on the recent development of Shitoryu Karatedo in their countries. Afterwards, the Honorary Adviser, Sensei Wong Tuang Seng, introduced the revised constitutions of the Federation, which were to be implemented in near future, for discussion in the Congress. Affiliated countries would comment on the revised constitutions by end March 2005.

Regarding the next, i.e. 11th APSKF (ASIA PACIFIC SHITORYU KARATE DO FEDERATION) Congress and Championship, Hong Kong was nominated and supported by most attended representatives to be the hosting country. Hong Kong would critically consider the nomination and reply to the Executive Council of their decision shortly.

Before adjournment of the Congress, old Executive Council members were retired and new members were elected. These new EC consisted of:

1. Sensei George Tan from Malaysia - President
2. Sensei Con Kassis from Australia - Vice-President (Operational)
3. Sensei Ahad Tanzadeh from Iran - Vice-President (Technical)
4. Sensei Patrick Leung from Hong Kong - Secretary General
5. Sensei Wong Tuang Seng from Singapore - Treasurer

Congratulations to all these newly elected EC members. Last but not least, the new President donated US$1,000 to the Federation at the end of the Congress.
